Chengdu Declaration: Globalization of China’s High Speed Railway

Since ancient times, human civilization has spread with the extension and development of the road. Because of connectivity, different nations and civilizations achieve understanding and close. When China’s high speed railway is preparing to go global, when China communicates with peoples and civilizations of the world with the most modern and land transportation, we, all delegates attending the “Summit on Globalization Strategy of China’s High Speed Railway”, reached important consensus on China’s high-speed rail technology services in the world, and issued the following Declaration on:

There is only one earth for us, various countries in a world where coexistence. Peace, development and cooperation, and building up a lasting peace, harmony and common prosperity of the world, is the common aspiration of all peoples.

China’s sages considered “communication and transportation” as the truth of the universe and human relations. It is believed that through "communication and transportation" we could achieve mutual understanding and exchanges as well as common prosperity and progress. Silk Road is a symbol of this concept. Modern China is still adhering to this philosophy. Modern transportation technology should serve the world peace, development and cooperation, the well-being of all peoples, and serves the world harmony.

It is a strategic choice of China’s government to develop high speed railway for promoting social and economic development, so that the fruits of development could make all the people sharing. Sessions of Chinese government and Chinese people make efforts to promote and make the achievement in technology and standard of China’s high speed railway.

Through modern high speed rail technology to build a modern Silk Road, and to formate a large regional cooperation and serve economic development and cultural exchange among various countries and regions, express the Chinese government and peoples’ sincerity of taking practical action to safeguard world peace and promote common development, creating a win-win pattern.

Promoting a smooth implementation of China’s globalization strategy of high speed rail is the responsibility and mission of all participating institutions and delegates attending this summit.

We will continue to maintain open and cooperative attitude with the greatest enthusiasm to listen the voice of the public, to convey the aspirations of the public, so that modern transport technology could better serve the public.

We will take greatest effort to the development of high speed rail technology, standards and improvement of the system. We will make high speed rail become more efficient, more secure and more affordable toward consumers' ability, and to meet the growing demand for public.

We will bring the convenience of high speed railway to different countries and regions with various histories, cultures and social-economic development through our greatest sincerity in understanding of the characteristics of various nations.

We will take our greatest courage to the innovative education system, to training more professional young people with international horizon, and to promote sustainable development of high speed rail technology.

We agree that, “Summit on Globalization Strategy of China’s High Speed Railway” could become a platforms and bridges between governments, companies, universities, research institutions, public organizations and certain stakeholders, to deepen our consensus on cooperation, and to close our cooperative relationship. Summit established a Permanent Organization to ensure the Summit would be held regularly and better developed. The Summit is open for more institutions and people to join in to work together for the implementation of the globalization strategy of China’s high speed railway, and for sharing the achievements of China’s high speed railway with various countries and regions.
